The Social Welfare Department commissioned the Salvation Army since to operate this scheme in Tuen Mun from 2012. The aim of the program is through the Salvation Army to provide family-based one-stop comprehensive employment assistance services to encourage and assist those working population aged from 15 to 59 years old, who applied Comprehensive Social Security Assistance ( CSSA ) or the unemployed CSSA while youngest child aged from 12 to 14 years old, single parents and child carertakers (service users) remove their barriers to employment, enhance their employability, so that they can find a paid job and then become more self-reliant.
