Unit was established in 1997. Based on the "family-based, community-based, and inter-generational integration", It provides service users who aged from 4 to 18 years old and are deprived of appropriate family care with a home like environment. There are three homes (namely Home of Kindness for Children, Home of Goodness for Children, Home of Faithfulness for Children), each homes accommodate eight children and youth, providing a total of 24 places. In 2009, two emergency places had been setup to accommodate those children and youth with special needs who can enter the services immediately.
