Biographies of The Moral and Social Issues Council Members –
Wendy Lee

A Salvation Army Officer since 1982 together with Lt. Colonel Bob Lee. As an Army Officer, Lt Col Wendy Lee has served in the Singapore, Malaysia and Myanmar Territory (SMM) for many years. From 2009-2013, she was the Territorial Secretary for Women’s Ministries (TSWM) in SMM; 2013-2016 as TSWM in the Philippine Territory; and 2016-2019 as Regional President of Women’s Ministries in the Taiwan Region. At present she is the Hong Kong and Macau Command President of Women’s Ministries. “I thank God for calling me to serve Him and use me as His instrument to reach out to the people in need of care, love and concern”.

06a Major Tommy Chan

Presently serving as the General Secretary in HK, Tommy’s service in HK and mainland China has made him all too aware of the needs of the country’s poor and marginalized.His passion for people to be in relationship with Jesus is the motivating force behind his community service – ‘heart to God and hand to man’.

09a MinnyChan

A Salvation Army Officer since 2001. Currently serves as Divisional Commander in HK."The Spirit of the Sovereign Lord is on me, because the Lord has anointed me to proclaim good news to the poor. He has sent me to bind up the brokenhearted, to proclaim freedom for the captives and release from darkness for the prisoners." (NIV, Isaiah 61:1) Compelled by God’s love, her passion is people’s holistic wellness and proclaiming the unique and wonderful plan for everyone’s life.

A Salvationist from Kowloon City Corps and graduate of The Hong Kong Baptist University (BA in Translation). Helen’s university life and church life broadened her horizon and encouraged her to engage in moral and social issues. As a member of the Council since 2014, Helen hopes we can be people who act for the good of the society in practices that honor God.
 SL Chan

S L is currently the Assistant Director of Social Serivces for the Command. She has been serving children, young people, people with disabilities and disadvantaged familes in her variuos roles. S L believes in the righteousness and peacefulness of God's Kingdom. The love and justice of Christ can be shown through the caring for and serivce to the under preliviedged in the society, and the needy can live a stronger and richer life.  

12a Eva Chow

Eva is currently the Corporate Communications Director for the Command. Her past experience in corporate social responsibilities, conduct and culture communications had sharpen her thinking and heighten her sensitivity in moral and social issues. She is committed to “act justly, love mercy and walk humbly” in God’s plan.

11a Wilfred Leung

Wilfred is currently the Development Director for the Command. He has served in various sized local and international non-profit organizations in the past, and is specialized in public education, fundraising, corporate governance and project management. He has also served in the school management committee of a number of primary and secondary schools in HK and is passionate about children’s rights and the well-being of the underprivileged groups in the society.

13b Perina Li

Ms. Perina Li is currently the Social Services Director for the Command. She has extensive social working experiences with people of all ages. She holds firm the value of social justice to shield vulnerable people, develop relationships and enable people to live an abundant and fulfilled life without being socially excluded.

10a Elsa Tsang

Elsa has dedicated her life in the field of Special Educational Needs (SEN) for more than 10 years, working in schools as school social worker and SEN specialist in HK and the UK. “I know God has His plan on those who are marginalised and segregated, as a Christian educator, it is my obligation to ensure that all the children have the same right to live the ways that our Creator wants.”

03a Derek Yeung

A graphic designer by profession, Derek founded ‘Touch Creative’ in 2010, a Hong Kong based design studio providing graphic design and online solutions for businesses.Derek grew up in a Christian family, accepted Jesus as his Saviour in 1988 and was enrolled as a Salvationist in 1990. He serves on the International Moral and Social Issues Council (IMASIC) representing South-east Asia. He also serves as a fellowship guardian in the Kowloon East Corps, and is passionate regarding moral and social issues that affect the growth of the young generation.
